He is currently a professor at Indiana University (USA) and the President of the Vietnam Initiative—a global network dedicated to public policy research and leadership development for Vietnam.

He currently manages several major U.S. government-funded projects supporting higher education reform and leadership development in Vietnam. His research on development economics and public governance has been published in leading academic journals across the fields of finance, economics, and political science, such as the *Journal of Financial Economics*, *Journal of Public Economics*, and *American Political Science Review*.

He frequently serves as an advisor to the United Nations and the World Bank and has been a member of the Prime Minister’s Advisory Group for many years. He has championed numerous reform initiatives and trained generations of leaders from ministries and local governments across the country. His accolades include the Asia Young Leader Award (2001), recognition as a UN East Asia Expert (2006), and the Outstanding Junior Faculty Award at Indiana University (2014). He holds a Ph.D. in Public Policy from Harvard University (2009).
